Economic development is often associated with large infrastructure projects, corporate investments, and urban expansion. However, a growing body of research suggests that community-focused financial investments may play an equally important role in strengthening local economies, supporting small businesses, and revitalizing underserved neighborhoods.
A recent study published in Economic Development Quarterly by Merissa Piazza and Mark Schweitzer explores how community development finance initiatives contribute to economic growth in low-to-moderate income communities across the United States.
The study examines the impact of Community Development Financial Institution (CDFI) investments and New Market Tax Credit (NMTC) allocations between 2012 and 2021, focusing on how these investments influence business activity and employment growth in economically distressed areas.
Community development finance programs are designed to direct capital into underserved communities that often struggle to attract traditional investment. CDFIs provide financial services and loans to businesses, nonprofits, and individuals in disadvantaged communities, while NMTCs encourage private-sector investment through federal tax incentives.
Using census tract-level data collected by the CDFI Fund, the researchers analyzed how these financial investments were distributed and whether they contributed to broader economic development outcomes.
One of the study’s most important findings is that community development investments were strongly concentrated in the intended geographic areas — low-income and economically distressed neighborhoods that historically face barriers to accessing capital and economic opportunities.
The researchers found that areas receiving CDFI investments experienced noticeable business growth, suggesting that community-focused financial support can contribute positively to local economic activity and entrepreneurship.
The study found particularly strong evidence supporting the effectiveness of CDFI investments in stimulating neighborhood-level economic development. These investments appeared to support business expansion and contribute to broader economic revitalization efforts within underserved communities.
However, the findings regarding New Market Tax Credits were more mixed and uncertain. While NMTCs were also directed toward distressed communities, the study suggests that their impact on business and employment growth may be less consistent compared to direct CDFI investments.
Importantly, the research highlights the growing role of community development finance within broader economic policy discussions. Rather than relying solely on large-scale corporate investments or traditional economic development models, policymakers are increasingly recognizing the value of locally targeted financial support systems.
The findings also reinforce the idea that equitable economic growth requires intentional investment in historically underserved communities. Access to capital remains one of the major barriers limiting entrepreneurship, business sustainability, and job creation in many low-income neighborhoods.
The study ultimately suggests that community-centered financial investments can contribute to neighborhood revitalization while supporting broader regional economic development goals.

1. Expand Investment in Underserved Communities
Governments and financial institutions should continue directing capital toward low-income communities that face limited access to traditional financing.
2. Strengthen Support for Community Development Financial Institutions
CDFIs appear to play an important role in stimulating local business growth and economic revitalization in distressed neighborhoods.
3. Promote Inclusive Economic Development Strategies
Economic development policies should prioritize equity, local entrepreneurship, and community-based investment rather than focusing only on large-scale corporate growth.
4. Improve Evaluation of Tax Incentive Programs
Policymakers should continue assessing the long-term effectiveness of New Market Tax Credits and similar investment incentives to ensure they generate measurable economic impact.
5. Support Small Businesses and Local Entrepreneurship
Community-focused financial investments can help create opportunities for local businesses, employment generation, and sustainable neighborhood growth.
The study reinforces the growing importance of community development finance in shaping equitable economic growth. As policymakers search for strategies to reduce regional inequality and strengthen local economies, community-centered investment models may become increasingly important tools for sustainable development and long-term economic resilience.
